The firm provides, inter-alia, architectural, quantity surveying, project management, and dispute resolution services.

In 1993, D B R Blackburn was awarded a number of quantity surveying contracts by the Ministry of Education (Seychelles) and African Development Bank (ADB) to provide pre & post quantity surveying services on a number of primary & secondary schools, and laboratories in Mahe, Praslin and La Digue islands.  In 1995, D B R Blackburn was awarded the contracts for project management & quantity surveying services on the Baie Ste. Anne Hospital in Praslin (the biggest hospital on this island), English River Health Centre (the biggest health centre in the Seychelles), Laboratory and Medical Store in Mahe. And Mr. Blackburn was also acting as a part-time Technical Adviser to the Ministry of Health.

In 1998, D B R Blackburn was awarded the contracts for project management & quantity surveying services on the Anse Etoile 63 flats, and SACOS Tower Building in Mahe financial by the State Assurance Company Limited (SACOS).

In 2006/7, Blackburn Consulting Pty Ltd. was awarded the contracts for architectural finishes, services and external works, and project management & quantity surveying services on the Seychelles Pension Fund Complex in Praslin (the biggest commercial development on this island). And awarded the contracts for quantity surveying and project management on a number of District Administration Offices and Community Centres around Mahe (these projects for the Ministry of Community Development, Youth, Sports and Culture).
